Bangladesh Civil Society for Migration (BCSM) organised a Consultative Workshop on Strategic Planning (2022-2027) in collaboration with the BRAC Migration Programme and the DEVCOM Ltd. The workshop was held on 23 July, 2022 at the conference room of the BRAC center. Dr. C R Abrar, Chair and Mr. Saiful Haque, Co-Chair of BCSM formally welcomed the BCSM members to the workshop. The aim of the workshop was to develop a strategic plan for the next five years considering the past achievements and present issues and needs of the migration sector.
Mr. Hassan Imam, Managing Director of DEVCOM led the workshop with pre-planned sessions on orienting the BCSM members with the basic concept of the Strategic Planning and the strategic management process. The members participated in developing a roadmap of BCSM since its inception till date focusing on the achievements and involvements through a working session which helped to identify the course of BCSM’s engagement over the years. Through this session, the strengths of BCSM have been identified as well as the members listed the opportunities of the network.
A systematic process was followed in the workshop to generate ideas from the participants, which included-
- Determining the position of the network to identify strategic Issues, market opportunities, and threats and audience/stakeholder insights.
- Developing strategies based on the network’s mission, vision, competitive advantages and identifying core values.
- Building the plan through SWOT analysis, setting the network’s strategic objectives, intermediate results and key performance indicators.
- Setting the plan for managing performance, such as how to roll out the plan and developing a communication strategy.
It was decided that after the strategic plan is ready, a calendar will be established to review the progress of the strategic plan, a team will be formed and trained, and a quarterly M&E plan will be developed.
Through group exercises, the members determined the network’s strategic position and were introduced with the strategic plan development process. After determining the areas of strategy the participants are divided into groups and take part in group works in a plenary session. The members decided that the strategic plan will have two types of focused areas. The strategic objectives will contribute directly at the program level as well as will especially focus on capacity building of the network’s member organisations and ultimately contributing to the implementation of the strategic plan. They will target to reach a position that will benefit the migrant workers of Bangladesh:
– Rights and women empowerment
– Fair and ethical recruitment
– Remittance management and financial inclusion
– Climate change and migration
– Return and reintegration
– Capacity building of members.
The outputs of the group work sessions will be the supporting document to develop the final strategic planning document of the BCSM for the next five years. At the concluding session, the Chair and the Co-Chair heartily thanked the organisers specially the BRAC Migration Programme and the DEVCOM ltd.
